Between 1997 and 2005 Doug and his leadership team reduced emissions by 34% per tonne cast and reduced energy costs by AUS$1.0million per year. Water consumption was also reduced by 40% over two years. Daily business reporting and real time monitoring of energy and water identified areas of savings along with investments in new technology.

In 3.5 years, assisted by the board and volunteers, he opened an office in Brisbane ‘s CBD, and grew the organization and its membership. Authors were appointed to document best practice approaches to the design, construction, and operation of major civil projects. Project trials were conducted in all Australian states except Tasmania and South Australia to fine tune the assessment criteria. The Hon Antony Albanese, Australia’s Federal Minister for Infrastructure at the time launched the renamed organization The Infrastructure Sustainability Council of Australia (ISCA) and it’s IS rating scheme at Parliament House Canberra. Doug was a special guest at the 10 year celebratory gala anniversary dinner where he learnt ISCA was involved with over AUS$220 billion of national projects.(www. iscouncil.org)
